I think mileage varies - the DLT's in different area's do have varying requirements... (for example, some accept a yellow house book as proof of address, others do not).
Common sense suggests take the overseas license with you, its better to have it and not need it than to leave it at home and risk getting asked for it (each time I've renewed my license, in BKK, I've had to submit my overseas license and provide copies).
I hope you are being sarcastic. Thai tour guides barely speak any English and you expect them to learn Russian? Learning a language is a lifelong endeavor. Nobody is doing that to become a tour guide.
I went on an island tour recently and the tour guide told amazing stories about the islands to the Thai group but in English we were only told about the itinerary and the lunch menu, because his English was so limited.
So not a complete Skype alternative then.
What's the benefit of that when living in Thailand? (I note you said "within" and not "to")
