Have you looked at the definition of a deadbeat? You have chosen to focus on one of the more specific and common uses of the term. However, the original and true definition is a person who did not do what they should have done. This includes the failure to comply with regulatory or statutory obligations. A parent who does not pay child support is one type of a deadbeat. A person who does not regulatory documents such as tax forms or immigration registrations is another type of deadbeat. A person who does not pay parking tickets is also considered a deadbeat. I did not specifically call the elderly deadbeats. My original statement is that no nation has a legal obligation to take in foreigners who are deadbeats. And once again, you want a carve out for non compliant people on the basis of age. That is not how laws are applied. Unless the law is specifically written to exempt people over the age of 70 from filing required documentation, no exemption can be provided, otherwise, 30 year olds will expect the same treatment.
