I'm going to Vietnam for a week or two and wants to apply for a SINGLE NON-O VISA marriage to Thailand, usually i go into the Thai consulate in HCMC and do the paper work, i was told that i can do it online at Thai-Evisa official website https://thaievisa.go.th/, there's no need to go to the consulate, i already sign up to the page but never done this before, is it correct i can do online for a NON-O VISA

Yes this is how visas are obtained now.

Referred to as e-Visa.

Just provide the information as required in the application.

You need to  be in Vietnam to apply.

 

Did you consider entering Thailand visa exempt and obtaining the Non O at local immigration office. 

Are you planning on obtaining a 12 month extension after the Non O 

Both options now have  financial requirements.

Yes it's correct, you no longer have the option of an in person application.  You can prepare the application in advance, and finish/submit it when you are in Vietnam.  You'll need to upload some proof of being there, I believe passport entry stamp is accepted.

if i return to Thailand on a 60 exemption, do i need a return ticket flight before boarding

The airline most likely would require onward flight within 60 days. 

One option is "rent a ticket" 

Search "onwardticket.com"

didn't even know these thing exist, all i need is a one-way out of Thailand, since I'm flying in with AirAsia Move, thank you very much for all the info and yes i do have thai bank account

Since you have the Thai bank account then you can do the visa exempt entry outlined above. 

AirAsia will almost certainly ask for onward flight.
