If you cant tell they are inert by looking at the photos, then you arent going to be an EOD guy in the future.

 

The rounds have no fuses either. Not even inert ones.

It is possible to carry certain unique dangerous  items on a plane but you have to declare them. I had a chinese chopper and a machete handmade for me in the philipines one time and was worried I would not be able to bring them back to Australia so when I got to the airport I  declared them and they were  taken off me and I was told to collect them at the oversize counter upon arrival at Brisbane which I did no problem. So I reckon that if this bloke's items were inert and harmless he probably could have done the same as me.
