I am based in Chiang Mai and am engaged in trying to cash in some small (<10k), old pension investments and need to send certified ID etc..

I am aware that Thailand does not meet the standard of UK AML equivalency, so who is qualified to certify?

Guess you'd have to check with the pension investment company directly and ask what they accept. In my case they accepted a Thai lawyers certification.
