Important Note: I don't know too much about North Carolina, other than, most importantly, North Carolina is/has-been one of the biggest suppliers of coal, and also tobacco. And, NC has a large population of global warming deniers. Bunch of dumb hillbillies, many of them. As to flash flooding deaths in NC, then the people need to move away from areas which are affected by flash-flooding, including rivers and the flood plains adjacent to rivers. Here in Chiang Mai, however, we have not had as much rain as I had expected, although we have had quite a bit of rain. At the moment, just a steady drizzle, and a few birds poking holes in my lawn. The bird really love the rain, maybe due to the extra grubs worms whatever that the rain forces to the surface....IDK...because I am not a bird.

But the Met Bureau signals (hoisted flags in the past colonial days) are based on wind speeds. Rain warnings (yellow, red,black) are another matter.
