Yes it does. Their website is in German and I give you below a translation of their requirements:

1. Passport, valid at least 6 months beyond planned date of entry into Thailand

2. Visa application form, completed and signed

3. 2 passport photographs

4. Self-addressed envelope, stamped for registered mail

5. Written confirmation of return or onward flight (copy of flight ticket)

6. Visa fee: CHF 80 for single-entry, CHF 185 for multiple-entry

In addition:

a. if for retirement: evidence of money in the bank or pension. Ask the consulate for currently required amount.

b. if married, copy of marriage certificate

I imagine so, I collected my 1 year multiple entry Non Immigrant M at the Geneva Honorary consulate in ten minutes. They do have web sites with all the necessary information.

Thai Consulate Geneva

Royal Thai Embassy Berne

Thanks a lot for your post, may I ask you if you are Swiss, cause consulting the website of the Embassy in Berne at the point 2, it seems that only Swiss or permanent resident in Switzerland are entitled to apply for a visa, I've sent them an email today because I find this very bizarre, don't you?

Cheers, :o

...actually also to the Geneve one:

"1 Copy of the "C" or "B" Permit (if not Swiss passport) "

Which means resident, correct?

I'm not Swiss, I'm British, but work for a Swiss company based in Geneva. It was they, plus our Asia bureau, who supplied all the relevant letters and documents to facilitate the Non Imm M, so perhaps that had a bearing.

Good luck with your visa. (I must say the Honorary Consul in Geneva is extremely charming and very efficient)

I've just seen you're post regarding a Swiss permit B or C. This I don't have as I have never worked in Switzerland for the company, always on assignment elsewhere. I can confirm that I was not asked for this when applying for the visa.

As promised herewith the response from the Consulate in Berne:

If you happen to have a Thai family you can extend you Non-Immigrant Visa directly at the immigration office in Thailand by presenting the Thai ID card of your wife. Therefore you do not need to do it abroad.

The information you found on the official web site is correct. We are not entitled to issue the Non Immigrant Visa to foreigners if they do not have the residence permit in Switzerland. That is the regulation and we have to follow it.

Not only is not possible apply for a Visa if you are not Swiss or resident, in addition they do not have a minimum knowledge in regards of Extensions matter.

Unbelievable!

Cheers :o

You may ask a Consulate and not the Embassy in Berne. Embassys are not allways so easy to deal with like a Consulate. Depending on your place of living, you have to go to a specific Consulate. So if you live in Zurich, the Consulate in Zurich is resposible for you. Send them a email and see whats happen. I got a Non Im B from Zurich, but I have a Swiss Passport.
