Well I think they believe that he will fight hard for some small improvements and it's entirely possible that he will. He didn't promise any kind of revolution. If he's persistent in fighting hard it's likely he will be able to do some small things. Not many, but some. Will that be enough to keep him popular? Probably not. After all, he ran against crap candidates.
