1. in Q3 2023 (not 25 years ago) the Q3 annualized growth rate was higher,

2. A quarter to quarter annualized growth rate has not much meaning, as different quarters usually exhibit different growth rates. If the current numbers are accurate (it's common knowledge that data collection was disturbed by the shutdown), the actual growth rate since the beginning of the year is 1.8%. It's not bad, but it's very unlikely that the full 2025 growth rate will be near to 4.3%.
