Calls to invoke the 25th Amendment are intensifying after President Donald Trump doubled down on his demand for U.S. control of Greenland — and suggested his stance on “peace” shifted after failing to win a Nobel Prize.

The controversy centers on a Jan. 18 text exchange between Trump and Norwegian Prime Minister Jonas Gahr Støre, who wrote on behalf of himself and Finnish President Alexander Stubb in an effort to de-escalate tensions over Greenland and looming U.S. tariff threats.

Trump responded that Norway’s failure to award him the Nobel Peace Prize had freed him from any obligation to “think purely of Peace,” before declaring that global security required “Complete and Total Control of Greenland.” He signed the message “President DJT.”

The comments triggered backlash from Democratic lawmakers, with Sen. Ed Markey and Reps. Eric Swalwell, Sydney Kamlager-Dove and Yassamin Ansari publicly calling for the 25th Amendment to be invoked, arguing Trump’s behavior signals incapacity.

How The 25th Amendment Works

Ratified in 1967 after the assassination of John F. Kennedy, the 25th Amendment clarifies presidential succession and incapacity. Section 4 — the most controversial — allows the vice president and a majority of the Cabinet to declare the president “unable to discharge the powers and duties of his office.”

If invoked, Vice President JD Vance would immediately become acting president. Trump could contest the declaration, triggering a 21-day congressional review. Removal would require a two-thirds vote in both the House and Senate — an extremely high bar.

Has It Ever Been Used?

Section 4 has never been successfully invoked. Other sections have been used for medical procedures and resignations, but no president has been forcibly removed under the amendment.

25th Amendment vs. Impeachment

Unlike impeachment, which addresses alleged crimes, the 25th Amendment focuses solely on incapacity. It does not bar a president from future office. Trump was impeached twice during his first term and acquitted both times.
