Vietnam's Prime Minister has approved a national programme aimed at recruiting foreign experts and overseas Vietnamese (OV) scholars to work in the country's higher education and vocational training institutions. This initiative seeks to enhance Vietnam's scientific and technological capabilities, foster a high-quality workforce, and drive innovation. By integrating international talent, the country aims to elevate its educational system to a regional and global standard by 2035.

The programme outlines ambitious goals, including recruiting at least 30 outstanding experts and scientists by 2035 who can lead breakthroughs in education, training, and research. It also targets attracting 500 experts for full-time roles at universities and vocational institutions, with planned positions such as research group leaders and programme directors. Additionally, 1,500 experts and scientists are anticipated to engage in ongoing teaching, research, and collaboration with Vietnamese institutions, either in person or remotely.

The initiative includes developing mechanisms and policies to recruit and retain high-caliber talent. Strategies involve improving institutional frameworks, building connections with global experts, and promoting Vietnam as a reputable academic hub. The programme also focuses on mobilizing resources, advancing digital transformation, and reinforcing evaluation processes. Special emphasis is placed on setting clear standards for foreign and OV experts in strategic scientific and technological sectors.

Tailored recruitment and appointment mechanisms will align with international practices, and preferential policies regarding salaries, bonuses, and tax will be reviewed. The programme aims to create favorable working and academic environments through reforms in financial mechanisms and institutional autonomy. Public institutions will gain more flexibility in resource allocation, and administrative processes like work permits and visas will be streamlined. Additional supportive policies will ensure suitable living conditions for experts and their families.
