Arakan Army says it aims to take full control of Rakhine State by 2027

The Arakan Army has said it expects to secure full control of Rakhine State by the end of 2027, as fighting with Myanmar’s military continues across the region.

Speaking at an event marking the group’s 17th anniversary, its commander-in-chief Twan Mrat Naing said the organisation was confident it would achieve what he described as a “final victory”.

Gains in territory and influence

The Arakan Army has expanded its control significantly since launching an offensive in late 2023.

According to the group, it now holds 14 townships in Rakhine State, along with Paletwa Township in neighbouring Chin State.

Only three areas in Rakhine—Sittwe, Kyaukphyu and Manaung—remain under the control of Myanmar’s military authorities.

The offensive began shortly after the launch of a wider campaign by the Brotherhood Alliance, a coalition of armed groups operating in different parts of the country.

Parallel administration established

Alongside its military advances, the Arakan Army says it has set up administrative structures in areas under its control.

These include courts, schools and healthcare services, which the group says are intended to support local populations.

However, ongoing air and naval strikes by Myanmar’s military have continued to affect civilians, with displacement reported in several areas.

Support from allied groups

The anniversary event drew messages of support from allied organisations within Myanmar’s resistance movement.

Members of the Brotherhood Alliance, including the Myanmar National Democratic Alliance Army and the Ta’ang National Liberation Army, issued statements recognising the Arakan Army’s progress.

Other groups, including the National Unity Government and various armed organisations, also praised its expansion and described it as an example of coordinated resistance.

Continued conflict with military

Twan Mrat Naing said the Arakan Army would continue its operations alongside allied groups against Myanmar’s military government.

He said the organisation remained committed to its objectives and expressed confidence in achieving them.

The Arakan Army was founded in 2009 in Laiza, near the Myanmar-China border, with a small number of members and limited resources. It has since grown into one of the country’s most prominent armed groups.
