Aklan Officials Denounce DPWH Bridge Project Award in Boracay

The Sangguniang Panlalawigan of Aklan has denounced the decision by the Department of Public Works and Highways (DPWH) to award a controversial bridge project in Boracay Island to San Miguel Holdings Corp. (SMHC). The Aklan Provincial Board passed a resolution on April 15, following an announcement on April 13 about the P7.78-billion project awarded under the DPWH's public-private partnership program. Board Member Reynaldo "Boy" Quimpo, who authored the resolution, recognized this as consistent with their previous opposition.

The bridge, measuring 2.54 kilometers, is intended to connect Boracay Island with the mainland town of Malay. Despite the project’s backing by DPWH, the provincial board insists that there wasn’t an endorsement from local government units and no public consultations were held, violating the Local Government Code. Two previous resolutions opposing the bridge, passed on October 8, 2025 and April 8, 2026, highlighted objections from local officials, business groups, and other stakeholders, stressing potential environmental and economic impacts.

Provincial Board Member Bob Augusto F. Legaspi introduced a separate resolution requesting documents pertaining to the project's proposal, bidding, and negotiations from the PPP Center of the Philippines. Concerns have been raised over potential environmental damage to Boracay's popular beaches and negative effects on local livelihoods, including the boat industry. DPWH Secretary Vince Dizon stated that SMHC is responsible for addressing stakeholder grievances and concerns.

As the project moves forward, the focus will be on how SMHC and DPWH handle local opposition and environmental considerations. The ongoing dialogue with local stakeholders will be crucial in deciding the project's future. Observers are watching to see if any adjustments or concessions will be made to address the broad spectrum of concerns presented by the local community.
