Cambodia, China expand security talks to ‘3+3’

Cambodia and China have agreed to upgrade their strategic dialogue, expanding the format from “2+2” to “3+3” in a move aimed at deepening security cooperation and strengthening ties.

The decision was announced in Phnom Penh on 22 April during the inaugural “2+2” meetings, co‑chaired by Cambodian Foreign Minister Prak Sokhonn and Defence Minister Tea Seiha, alongside Chinese Foreign Minister Wang Yi and Defence Minister Dong Jun.

The new “3+3” mechanism will now include Cambodia’s Ministry of Interior and China’s Ministry of Public Security, broadening the scope of discussions.

Officials said the dialogue serves as a key platform to enhance policy coordination and address emerging challenges at both regional and global levels. The upgrade reflects a shared commitment to intensify collaboration in areas ranging from defence and security to economic and social development.

Looking ahead, both sides pledged to expand cooperation into new fields such as digital transformation, green development, the blue economy, resilient supply chains, financial partnerships and cultural exchanges. They also reaffirmed support for existing frameworks, including the Diamond Cooperation Framework, the Industrial and Technology Corridor, and the Rice and Fish Corridor — initiatives designed to deliver tangible benefits to both nations.

The Cambodian Ministry of Foreign Affairs described the talks as a milestone in advancing the comprehensive strategic partnership between the two countries. It said the strengthened dialogue would contribute not only to bilateral prosperity but also to peace and stability across the wider region.

The “2+2” format was first agreed during Chinese President Xi Jinping’s visit to Cambodia in April 2025, when 37 agreements were signed. The shift to “3+3” marks a further step in institutionalising high‑level communication and cooperation.

For Phnom Penh, the expanded mechanism underscores China’s role as a key partner in security and development. For Beijing, it signals continued influence in Southeast Asia at a time of shifting regional dynamics.

Diplomats say the move reflects both countries’ desire to adapt their partnership to evolving challenges, ensuring that cooperation remains comprehensive and resilient in the face of global uncertainty.
