Over some 250 pages, with hundreds of footnotes and references to more than 10,000 documented items: A new report lays out a systematic pattern of sexual violence, humiliation and abuse by terrorists and civilians who infiltrated from Gaza during the October 7 massacre and throughout the period of captivity of the abductees. The report, the main points of which are being published today (Tuesday) for the first time in Ynet and Yedioth Ahronoth, describes in detail the testimonies, video recordings and forensic findings indicating sexual and gender-based crimes at the massacre sites, at the military bases and on the abductees' journey to Gaza and during captivity, and identifies patterns in them that indicate that these were not isolated incidents but acts that were "systematically documented, celebrated and disseminated, while increasing fear and trauma."

"We heard her screaming": Civil Commission report

The report, the result of more than two years of work, was prepared by members of the Civilian Commission for the Documentation and Investigation of Hamas Crimes Against Women, Children, and Families on October 7 and in Captivity. This is a civil society organization that was established shortly after the outbreak of the war. "We understood that we needed to produce evidentiary documentation of standards that would be undeniable," says Dr. Kochav Elkayim-Levy, who heads the commission.

Some of the findings are based on documentation and testimonies of the teams that identified the bodies in the "Shura" camp, as well as on the opinions of pathologists who viewed the findings from the day of the attack, and to which were added detailed testimonies provided by some of the abductees who returned from Gaza. The report is based on a digital archive that catalogs and documents thousands of videos, photographs, and testimonies from survivors, rescue workers, and relatives concerning the sexual and gender crimes of the terrorists, who used the bodies of the victims to intensify the humiliation and terror.

Alongside testimonies published in the media and as part of various documentary initiatives, the Civilian Commission's database also includes approximately 400 testimonies that were collected independently. "We wanted the testimony to be used for legal purposes, and on the other hand, for the interview to be sensitive to the trauma of the interviewees," says the Civilian Commission's CEO, Attorney Merav Israeli-Amarant. "After we began to view the materials that began to flow to us, we realized that our mission was to build an archive of war crimes."

Thus, a secure digital archive was established, not open to the public, in which all the findings collected on the subject are documented, many of which were initially distributed on social media and later removed. Without proper documentation, says Israeli-Amarant, "they will disappear and be erased."

"Maximize the humiliation"

Efforts to document Hamas's sexual crimes and raise awareness of their existence in the international arena began in the first days after the outbreak of the war - initially as a spontaneous organization of female researchers and activists in the field, and later through various initiatives and bodies (see below). The report published today is another link in the chain, but its scope and the archive underlying it can form the basis for future research.

The commission's report presents the testimonies and findings divided into the sites of the massacre and harm: the Nuba Festival; Highway 232 and the areas adjacent to it; the kibbutzim; the military bases, and, as mentioned, the harm to the kidnapped men and women on the way to and within the Gaza Strip.

The researchers identified 13 patterns of sexual and gender-based assault, including rape and gang rape, assault before and during the act of murder, forced stripping, threats of forced marriage, and assault in the presence of the victim’s relatives. These were repeated in different settings in a way that suggests that the use of these practices was deliberate, widespread, systematic, “and carried out with particular cruelty to maximize the pain, humiliation, and suffering of the victims.” The report also insists that the assaults were filmed and shared on social media to amplify the atrocities.

Alongside the historical purpose of collecting materials for the benefit of future generations, and so that they can later help establish legal cases against the attackers, the researchers seek to achieve another goal: official recognition by parliaments and official bodies around the world that these crimes were committed. "Not even prosecution will reflect the depth and breadth of what happened," says Elkayim-Levy. However, adds Israeli-Amarant, "Institutional international recognition creates the beginning of justice."

The mission has just begun.

Efforts to give a voice to victims of atrocities and sexual crimes began shortly after the massacre. What began as an ad hoc organization of researchers in the fields of gender and international law went through various incarnations until the establishment of the Commission - a civil society organization that took on an ambitious mission: to collect the various findings in the most comprehensive way possible, to cross-reference and verify them as much as possible, and to identify patterns of harm.

The attempt to encompass the dimensions of sexual violence at the massacre scenes raises an inherent difficulty: the victims of the acts were murdered, and in many cases the bodies were burned or completely destroyed. However, evidence based on the eyewitness accounts of rescue forces, analysis of photos and videos, and a wealth of hearsay evidence accumulate into a stark and clear picture: the massacres were preceded by severe sexual violence and deliberate mutilation of the bodies of the victims - women and men alike.

“Additional information may become available over time,” the report notes, “as survivors and rescuers find the words and the confidence to share their experiences.” In other words: the task of documentation and research is not over—it is just beginning.

While victims who are no longer alive cannot give their testimony, the section dedicated to abductees includes extensive and explicit testimony of sexual assault, sexual humiliation, forced undressing, and public display. The report breaks down the evidence into assaults and abuse during the abduction: often in short pajamas or only underwear. "She didn't even have time to put on her pants," a mother who was abducted with her children from the kibbutz where they lived told the committee. Another abductee testified: "That's how they took me, when I was almost naked, half asleep."

Another pattern that repeated itself during the kidnapping was terror within the family unit: the kidnappers murdered family members in front of their relatives, who were subsequently kidnapped to Gaza. In many cases, the terrorists documented and disseminated the kidnapping, and according to many testimonies, women are seen naked, beaten, and humiliated.

"In some cases," the report notes, "the bodies of the victims were abducted, desecrated, and displayed in public" - an act that indicates the deliberate use of sexual humiliation to terrorize the victims, their families, and the general public. This was the case in the documentation of the late Shani Luke, who was recorded injured and partially naked on the streets of Gaza. In other videos documenting the kidnapping events, women are seen being dragged by their hair, injured, and humiliated during their abduction.

Ophelia Roitman, who was kidnapped from her home in Nir Oz and released as part of the first deal, told the committee how she was forcibly stripped by a doctor upon her arrival at the tunnel in Gaza. "I was left with nothing, but I thought that at any moment they would either beat me or do something to me," she said in her testimony to the committee. "I thought about it for a moment, but then one of them came and put a gown on me."

The report concludes that "the testimonies, photographs, and materials reviewed by the committee establish a clear and consistent pattern of sexual-gender violence and deliberate humiliation during and after the hostage-taking on October 7. Examination of the materials shows clear and recurring patterns, indicating that sexual-gender violence was an integral part of the kidnapping itself."

Constant threat of rape

Sexual violence continued throughout the weeks, months and years of captivity. "Captors routinely threatened rape and forced marriage, and in some cases forced victims to engage in or witness sexual acts and torture involving others, including family members," it said. "Sexual assaults occurred routinely and systematically in homes, tunnels and other locations."

About six months ago, Romi Gonen told Uvda about the sexual assaults she suffered. "I get into the shower and he allows himself to get into the shower because he's a medic and he came to help me shower, and I'm injured, and I have no power over them," she said in the interview quoted in the report. "And I'm in a situation where I have nothing to do."

Sexual abuse was not limited to women. The report quotes an interview with Guy Gilboa Dalal on Channel 12, in which he told of a terrorist who sexually abused him: "He came up behind me, started touching my whole body, and I froze at that moment. He started actually touching me and kissing the back of my neck, kissing my back."

His testimony joins other testimonies given by male abductees who returned from captivity. In one particularly harrowing case, two family members were reported to the committee about being forced to perform sexual acts on each other. The names of the witnesses were not published. “The fact that men were also subjected to sexual violence does not diminish the gendered nature of the crimes,” the report said. “Courts treat sexual violence as gender-based violence not because only women are targeted, but because sexual abuse is often used as a tool to control victims.”

Not individual acts

In July, the full text of the " Dina Project " was published - a report that reveals a harsh picture of the sexual violence of Hamas terrorists during the massacre and captivity - which was a systematic, deliberate and pre-planned weapon. Like the Civilian Commission report, the Dina Project also includes layers of survivor and other testimonies, forensic and digital evidence, and field reports.

It was preceded by a report published in 2024 by Pramila Patten , the UN Secretary-General's envoy on sexual violence in conflict, which presents evidence - mainly circumstantial - that sexual violence was used during the October 7 attack. Shortly before that, the Association of Assistance Centers for Victims of Sexual Assault also published a report mapping the various areas of harm and the main patterns of harm, as known at the time. In parallel with these initiatives, various research initiatives related to the subject were, and are still, active.

The Civilian Commission's report is exceptional in its scope and ambition to document the various testimonies and findings from the day of the massacre and the period of captivity. In the introduction to the document, the authors state that it "provides the first systematic documentation of these crimes," and therefore "identifies recurring patterns of sexual violence at different sites and stages of the attack. The report demonstrates that these crimes followed identifiable patterns and methods, and were not isolated acts.

These were repeated in different settings in a way that suggests that the use of these practices was deliberate, widespread, systematic, “and carried out with particular cruelty to maximize the pain, humiliation, and suffering of the victims.” The report also insists that the assaults were filmed and shared on social media to amplify the atrocities.

Alongside the historical purpose of collecting materials for the benefit of future generations, and so that they can later help establish legal cases against the attackers, the researchers seek to achieve another goal: official recognition by parliaments and official bodies around the world that these crimes were committed. "Not even prosecution will reflect the depth and breadth of what happened," says Elkayim-Levy. However, adds Israeli-Amarant, "Institutional international recognition creates the beginning of justice."

The mission has just begun.

Efforts to give a voice to victims of atrocities and sexual crimes began shortly after the massacre. What began as an ad hoc organization of researchers in the fields of gender and international law went through various incarnations until the establishment of the Commission - a civil society organization that took on an ambitious mission: to collect the various findings in the most comprehensive way possible, to cross-reference and verify them as much as possible, and to identify patterns of harm.

The attempt to encompass the dimensions of sexual violence at the massacre scenes raises an inherent difficulty: the victims of the acts were murdered, and in many cases the bodies were burned or completely destroyed. However, evidence based on the eyewitness accounts of rescue forces, analysis of photos and videos, and a wealth of hearsay evidence accumulate into a stark and clear picture: the massacres were preceded by severe sexual violence and deliberate mutilation of the bodies of the victims - women and men alike.

“Additional information may become available over time,” the report notes, “as survivors and rescuers find the words and the confidence to share their experiences.” In other words: the task of documentation and research is not over—it is just beginning.

While victims who are no longer alive cannot give their testimony, the section dedicated to abductees includes extensive and explicit testimony of sexual assault, sexual humiliation, forced undressing, and public display. The report breaks down the evidence into assaults and abuse during the abduction: often in short pajamas or only underwear. "She didn't even have time to put on her pants," a mother who was abducted with her children from the kibbutz where they lived told the committee. Another abductee testified: "That's how they took me, when I was almost naked, half asleep."

Another pattern that repeated itself during the kidnapping was terror within the family unit: the kidnappers murdered family members in front of their relatives, who were subsequently kidnapped to Gaza. In many cases, the terrorists documented and disseminated the kidnapping, and according to many testimonies, women are seen naked, beaten, and humiliated.

"In some cases," the report notes, "the bodies of the victims were abducted, desecrated, and displayed in public" - an act that indicates the deliberate use of sexual humiliation to terrorize the victims, their families, and the general public. This was the case in the documentation of the late Shani Luke, who was recorded injured and partially naked on the streets of Gaza. In other videos documenting the kidnapping events, women are seen being dragged by their hair, injured, and humiliated during their abduction.

Ophelia Roitman, who was kidnapped from her home in Nir Oz and released as part of the first deal, told the committee how she was forcibly stripped by a doctor upon her arrival at the tunnel in Gaza. "I was left with nothing, but I thought that at any moment they would either beat me or do something to me," she said in her testimony to the committee. "I thought about it for a moment, but then one of them came and put a gown on me."

The report concludes that "the testimonies, photographs, and materials reviewed by the committee establish a clear and consistent pattern of sexual-gender violence and deliberate humiliation during and after the hostage-taking on October 7. Examination of the materials shows clear and recurring patterns, indicating that sexual-gender violence was an integral part of the kidnapping itself."

Constant threat of rape

Sexual violence continued throughout the weeks, months and years of captivity. "Captors routinely threatened rape and forced marriage, and in some cases forced victims to engage in or witness sexual acts and torture involving others, including family members," it said. "Sexual assaults occurred routinely and systematically in homes, tunnels and other locations."

About six months ago, Romi Gonen told Uvda about the sexual assaults she suffered. "I get into the shower and he allows himself to get into the shower because he's a medic and he came to help me shower, and I'm injured, and I have no power over them," she said in the interview quoted in the report. "And I'm in a situation where I have nothing to do."

Sexual abuse was not limited to women. The report quotes an interview with Guy Gilboa Dalal on Channel 12, in which he told of a terrorist who sexually abused him: "He came up behind me, started touching my whole body, and I froze at that moment. He started actually touching me and kissing the back of my neck, kissing my back."

His testimony joins other testimonies given by male abductees who returned from captivity. In one particularly harrowing case, two family members were reported to the committee about being forced to perform sexual acts on each other. The names of the witnesses were not published. “The fact that men were also subjected to sexual violence does not diminish the gendered nature of the crimes,” the report said. “Courts treat sexual violence as gender-based violence not because only women are targeted, but because sexual abuse is often used as a tool to control victims.”

Not individual acts

In July, the full text of the " Dina Project " was published - a report that reveals a harsh picture of the sexual violence of Hamas terrorists during the massacre and captivity - which was a systematic, deliberate and pre-planned weapon. Like the Civilian Commission report, the Dina Project also includes layers of survivor and other testimonies, forensic and digital evidence, and field reports.

It was preceded by a report published in 2024 by Pramila Patten , the UN Secretary-General's envoy on sexual violence in conflict, which presents evidence - mainly circumstantial - that sexual violence was used during the October 7 attack. Shortly before that, the Association of Assistance Centers for Victims of Sexual Assault also published a report mapping the various areas of harm and the main patterns of harm, as known at the time. In parallel with these initiatives, various research initiatives related to the subject were, and are still, active.

The Civilian Commission's report is exceptional in its scope and ambition to document the various testimonies and findings from the day of the massacre and the period of captivity. In the introduction to the document, the authors state that it "provides the first systematic documentation of these crimes," and therefore "identifies recurring patterns of sexual violence at different sites and stages of the attack. The report demonstrates that these crimes followed identifiable patterns and methods, and were not isolated acts.
