Thailand's Joint Standing Committee on Commerce, Industry and Banking (JSCCIB) and the Zero Corruption Organization have identified the top 10 most corrupt state agencies, highlighting serious bribery issues. According to the findings, 89.1% of business respondents view corruption as a significant obstacle to conducting business in the country. The report details bribes ranging from 67,500 baht to 102,160 baht for various 'special services.'

The list is led by the Pollution Control Department, with an average bribe demand of 102,160 baht. The Marine Department and Excise Department also feature prominently with hefty bribes reported. The full list is as follows:

  1. Pollution Control Department: 102,160 baht

  2. Marine Department: 100,000 baht

  3. Excise Department: 94,667 baht

  4. Revenue Department: 89,498 baht

  5. Justice System (excluding courts): 88,750 baht

  6. Food and Drugs Administration/Public Health: 74,643 baht

  7. Highways Department: 70,167 baht

  8. Department of Public Works, Town and Country Planning: 70,000 baht

  9. Department of National Parks, Wildlife and Plant Conservation: 68,000 baht

  10. Forest Department: 67,500 baht

Businesses seeking licenses frequently encounter requests for bribes, with 60.9% reporting such approaches, and 46.9% admitting compliance. For government projects, under-the-table commissions of 11-15% are common, with cash, gifts, or sponsorships being the primary forms of payment.

The complexity of bureaucratic procedures (29.11%), legal loopholes (25%), and the avoidance of penalties (18.8%) are cited as key reasons for paying bribes. Lack of transparency in government bidding processes is another concern, with 27.3% of companies approached by intermediaries promising favorable outcomes.

Moreover, the survey reveals a deep-seated mistrust in the government's whistle-blower systems, as 52.3% of respondents lack confidence, and 43.7% are hesitant to report corrupt activities. This pervasive distrust underscores the challenges in combating corruption effectively.

Corruption in Thailand? Really?

Just joking, seriously I have hear from a reliable source that many police officers apply to work for Immigration, but they fail to get the job because they can't afford to pay the huge amount of bribe needed.

And I don't see Immigration in that list.

Immigration when doing extension no QR code to scan, can't pay with card only cash what can go wrong.

Looks like the RTP isn't part of the Justice Department or it would have been #1.

It is everywhere …. But at least it gets things done amidst the bureaucratic red tapes all over Thailand and the rest of the world.. there are simple solutions which are unpopular .. but I rather not say .. because I do enjoy the higher efficiency of a corrupted system 🤣🤣 in a world that is now comparatively more and more red taped n control ….all done in the name of peace and protection for you…

Read the article again. You should be able to identify that EACH corrupt act produces the amout quoted. Immig "fees" are around 15 to 20k a time from what I hear.

I have actually been on a pay out to one of these(a monthly requirement), the amount listed is pretty spot on as well but it wasnt the only govt department that wanted money for doing their job and they are very open about what they want, after having all the required research & paper work etc cleared by the local office, when sent to the head office in Bangkok for the final approval they wanted one million baht to do so. Dont think any thai govt department operates without being paid in some shape or form to do their work, from having to take them out for dinners and donate to their parties etc it is very common.

Bet you could treble that corruption estimate without needing a committee.

LIke police, the individual bribes are probably smaller. A cumulative bribe comparison would be interesting.

I've always said if you want to stop corruption, Then start at the airports.

When I read the headline my reaction was, so there are only 10 Thai State Agencies. Then as I read on I realised this is just the TOP ten.

Then I started to wonder, which Thai state agencies ARENT corrupt.

Then I stopped thinking and moved on.

Actually it’s the opposite of that. Bureaucrats have a vested interest in keeping systems inefficient because that creates back logs that require bribes paid to get things done. So corruption is an incentive to keep an inefficient system, inefficient.

Put another way, without a back log there would be no need to pay a bribe to get to the front of the land transfer queue. Or, driving tests (in Phuket) would not be outsourced to a private firm who fiddle the tests so that everyone passes, because the government agency would carry out the tests effectively.

And so on and so on.

Thailand isn’t alone in corruption and it’s a cancer that eats away at a society. Not a cure in any way shape of form.

Hm, In my European country Everything at normal citizen level gets done without corruption. You have to make an appointment at city hall on the internet.

the next day or a couple of days later You bring the right paperwork (Identity card) and everything is done. Sometimes it's free, and sometimes there is a fee, Always by bank card. Never cash.

On higher levels ?? We have suspicions regarding the decisions been taken !?!?

Corruption? In Thailand? Well knock me over with a feather.

And just a reminder, it takes two sides for corruption to exist, the payer and the payee.
