Is a copy id card(signed) and the green Book enough for the buyer to change ownership himself? Its in a thai name to another thai name.

Need to fill out a transfer form. And a power of attorney form if seller isn’t present at the dlt during the registration.

If the seller goes to the Department of Land Transportation with the buyer then I believe the above documents will suffice...if seller doesn't want to go to the DLT then they need to supply a power of attorney form and a sales receipt though with many things in Thailand you may experience different requirements depending on the phase of the moon or what side of the bed the official woke up on that morning.
