AI image enhancer on Android is better than Topaz AI on my PC

I've got A TON of images(and Video) that I want to enhance via AI. I have Topaz AI on my PC and it works pretty good on most images..and Topaz AI is supposedly one of the best on the market.

However, lately I've been using Hypersoft's "Photo Touch AI" on my Android tablet and the same pics come out much better..at least the face/hair but not the rest of the image.

I'd sure like to find a Windows App that's better than my Android App, might be hard to find.
