I admire the RTP in this situation with regards to the Frenchman with a knife. In Australia if a person has a knife the cops pull out the guns and not a taser, especially if it's a man. They shoot to kill. There has been three so far in the last three years who were shot dead by the cops and the cops had good reason to do so and were legally not punished and had evidence on body cameras as they gave the victim ample warning to drop the knife or they would shoot.

Unfortunately, in France many police officers are reluctant to open fire because they fear they could end up under criminal investigation or even face prosecution. As a result, some hesitate in situations where every second counts. France is falling apart.

I seen a similar incident with a young police man 18 months ago in the foyer of my condo in Naklua.

A big Asian guy rumored to be a Korean was behaving very erratically and was try to hit people. So a cop arrived alone and tried to quieten him down. Korean guy hit him with a very hard punch to the jaw and the young cop went down. I yelled at him to call for back up, the cavalry arrived in about 10 minutes all tooled up like a terrorist squad and they body slammed the guy into the marble floor. He was dazed and covered in blood and was hog tied and thrown into the back of a police pick up truck. I never heard anymore about it.

Well, the "French" guy was clearly a nutjob.

Considering how extremely rare it is that we hear about police killing a foreigner here in Thailand, one has to presume this guy was making a pretty huge fuss and creating some very serious problems. It seems to me that the police go out of their way to not physically harm foreigners here, so I'm going to give the police the benefit of the doubt in this case.

One of the morals to this story is never, ever attack a policeman with a weapon of any kind.

TASERs are pretty effective on just about everyone. The problem is that they require a closed circuit to be effective at all.

When a TASER fires, two darts connected to the TASER cartridge are supposed to penetrate the target’s clothing (if any) and lodge in the skin. A high voltage/low amperage current then flows from the TASERs battery, through the target, and to the other dart, completing the circuit. The target is momentarily paralyzed and is relatively easy to restrain and subdue with no lasting physical harm.

All that happens when things go as planned. This is the real world, so that doesn’t always happen. One or both darts might fail to make good contact (that’s the most common issue). The battery on the TASER might be low. The target falls, and in so doing, he dislodges a dart. If the circuit is not completed and energized as intended, it might appear that the target has successfully resisted the TASER.

The TASER is a good tool, but it’s not infallible.

You are supposed to shoot at center mass, not legs. The legs are easy to miss.

Same in the UK and now many armed police are opting out of using fire arms and leaving that squad to return to the normal policing activities .

A trained , qualified policeman in fire arms often has to make a split second decision to fire or not . His life is at risk and also at risk for prosecution if he gets it wrong . No brainer really , just don't be an armed policeman .
