Sri Lankan workers set to arrive in Thailand within two months

Thailand expects the first group of Sri Lankan workers to arrive within one to two months, with around 10,000 people earmarked for an initial scheme focused on the construction industry.

Labour Minister Julapun Amornvivat said the move would help address shortages in jobs that are difficult to fill with Thai workers, while testing where Sri Lankan workers' skills are best suited in the Thai economy.

Speaking at the Rama Gardens Hotel on 10 September 2026, Julapun said the Cabinet had already approved the framework for a labour cooperation memorandum of understanding and a government-to-government employment agreement with Sri Lanka.

The MOU is due to be signed on 14 September. Once that is completed, Thailand can immediately begin the process of bringing in workers from Sri Lanka, he said.

First intake aimed at construction

Julapun said the MOU itself does not set a numerical limit, but the government has set an initial target of roughly 10,000 workers.

The pilot intake will allow officials to assess which industries best match the workers' skills and where they could replace foreign workers whose numbers may have declined in recent years.

Construction has been identified as the main initial sector because Sri Lankan workers already have experience in the industry in several countries, the minister said.

Checks and monitoring promised

Julapun said Thailand continued to need overseas workers, according to discussions with private businesses, but that the country must remain careful over security, safety and conduct.

He said Sri Lankan workers had been employed in a number of countries without Thailand receiving negative reports about them. He added that they could help drive the economy without causing problems for Thai workers.

Nevertheless, Julapun said scrutiny, monitoring and supervision by the Department of Employment and other state agencies would need to be strict after workers arrive, to maintain order.

He said the scheme should not normally create difficulties for Thai workers because some types of employment remain hard to fill locally. Jobs remain open to Thai workers who need work, he added, but foreign labour is necessary to meet demand in certain areas of the economy.

Could it be that even with the flight they are cheaper? Cheaper to pay, to house etc. We had some in Saudi when I was there, some were treated quite poorly.

So do Thais, so do Burmese. "Construction" as a sector is pretty broad. Does he mean manual labor? Or does he mean skilled construction like drywall, plumbing and electrical installation? Also, the economy is is bad shape. So what is being 'constructed'? Surely not more condos or office buildings with already huge vacancy rates. Does he mean infrastructure projects? Sri Lanka is in bad shape too - but are they really willing to work abroad for 10 dollars a day?

This is a BIG mistake. The thin edge of a wedge. Thailand is well served by its xenophobic immigration policy’s considering the state of the world today. Just pay Thai workers properly and you will have all you need.

Why is this a big mistake ?

Sri Lankans may be better than the ones from neighboring countries.

Well, of the countries that you mention, Cambodia is in a sort of Cold War scenario with Thailand, so I think they are out.

Malaysian workers aren’t necessarily quite so hardworking ( a stereotype, I know) at least in Singapore there is that perception. Also Malaysian workers aren’t necessarily so cheap. Dare I mention religion?

Laos might not have the kind of numbers required who would travel south and the country is so backward, they might not be up to scratch.

Myanmar is the traditional source of cheap workers. Sometimes it seems like they are taking over in some industries. Either there is now a lack of Myanmar workers willing to work for such low wages, or maybe Thailand thinks it should diversify its source of cheap labor.

There’s a large number of Sri Lankens working in Singapore’s construction industry and I expect they will do fine here, notwithstanding lack of Thai language. A construction company I did business with in Phuket has a Myanmar Foreman who speaks Thai and Myanmar, and he controls their 200 plus Myanmar construction workers.

Whether Sri Lankens are experienced at travelling in the back of an open pick up truck, crammed in like sardines, is another matter. I’m sure they will train up in no time.

Exactly. It's unfortunate that the Thai government can't invest in their own people. Why not setup nationwide apprenticeships for various industries to give people a real opportunity to gain proper skills and to have a true profession; perhaps with a prerequisite of graduating high school with passing grades. If they can afford a damn submarine, they can afford to invest in their own people. There would be no need for extremely cheap labor outside of Thailand. It's bad enough that those who'd like to start their own business but with little to no resources resort to reselling cheap Chinese crap just to get by. All of my workers take great pride in what they do so I would assume Thai products would be of higher quality than most SE Asian countries. I'd much rather buy Thai products if only they were actually made here.

On the flip side, I've also seen successful Thais who employ people from Myanmar/Sri Lanka/Cambodia increase profits. So many things backwards here but unfortunately, it's a global issue, not just here. I found this article interesting....never put a lot of stock in online content but a few bullets here I know to be true.

Pay properly, means pay higher. Companies don’t want to do that because it means lower profits.

Myanmar workers come to Thailand, Thai workers go to S Korea or Taiwan or some other higher income country.
