I'm more concerned that Spanish intel was taken off guard by this than anything else. I understand that migrants want to reach Europe, but the fact that the Spanish didn't detect this or get any warning is more concerning.

FWIW:

The Schengen Borders Code already provides for special arrangements regarding the two Spanish enclaves of Ceuta and Melilla in North Africa. Traveling from these two cities to Europe requires identity checks and a valid EU entry document—just as is the case when entering from a non-EU country. Since Thursday, European or Spanish authorities have not recorded a single instance of onward travel from Ceuta to Spain or other EU countries.

Do you know where Ceuta is? I didn't. Ceuta is an administrative autonomous enclave surrounded by land entirely within North African Morocco. By sea is the Strait of Gibraltar, highly dangerous in a small boat due to ferocious currents.
