That's a scam, as it's a free service.

There labour and travel time is already covered by salary, it's all part of their job roll.
If they use their own private vehicles they get a mileage allowance.
Ask for a receipt because you intend to dispute it at a higher level, that will make them think twice.

Regarding witnesses, should they visit.

Usually they ask the witnesses to sign an affidavit verifying your relationship is de jure and defacto.
The witnesses will be required to provide signed copies of their Tabien Baan and ID cards, so be prepared.

Just to add for others... Once you are given under consideration stamp you will not be on overstay even if return for final stamp is past date indicated due to immigration back log or whatever
