What are the exact requirement's to get a non o multi entry based on marriage visa at the embassy in Savannakhet? Do they require any funds to be seasoned?

I currently have a non o visa based on marriage for last 6 years but need to touch my seasoned funds for an emergency.

There is no such thing as a Non O multi entry both marriage or retirement.

There are lots of threads on this, mostly for Vientiane but hopefully Savannakhet is the same. The 400k does not need to be seasoned, just had to be there when you apply.

Presumably you don't mean 'extensions', just consecutive visas? Should be no problem.

Or you could obtain one Non O + 60 day extension to visit wife.

Marriage extension only requires 400k seasoned for two months.

Not possible?
