In the 80's overseas automakers built plants in Canada to avoid export restrictions and avoid trade barriers. Much like Canada allowing China to dump plywood in their country to avoid similar conditions. They did not build these plants to serve the Canadian market, they built them to flood the American market.

Canadian tarrif and trade policy has a long history of being anti American.
