Thai PM rejects French man’s deportation appeal

Prime Minister Anutin Charnvirakul has rejected French national Kevin Dimino's appeal against an order to deport him from Thailand, according to a letter issued by the Office of the Prime Minister.

The decision was sent to the permanent secretary of the Interior Ministry. It rejects Dimino's request to revoke or suspend his removal from the country.

Appeal rejected, court route remains

The Interior Ministry issued Order No. 2354/2026 on 7 September, directing Dimino's deportation under Section 5 of the Deportation Act B.E. 2499 (1956) and Rule 4 of the Prime Minister's Office Regulation on Deportation B.E. 2564 (2021).

The order cited alleged behaviour considered contrary to public order, good morals or public welfare.

Dimino subsequently appealed to the prime minister, seeking either to have the deportation order cancelled or to prevent his removal. The prime minister has now directed that both the appeal and the request to suspend or revoke the order be refused.

The Interior Ministry's permanent secretary has been told to notify Dimino of the ruling, including his right to challenge the deportation order at the Administrative Court.

Six allegations listed by ministry

According to a report and information submitted by the Interior Ministry, Dimino - the opery of Samui Exotic Park on Koh Samui - was cited over six alleged incidents before the deportation order was issued.

The ministry said the allegations included harassing, threatening and verbally abusing the owner and teachers at a local language school.

It also cited allegations that Dimino assaulted a Turkish national, causing a leg injury and threatening him with a knife; behaved aggressively while shouting and using abusive language outside private property; and assaulted a foreign tourist by throwing a sign and making threatening remarks towards the tourist's family.

Other allegations concerned social-media messages encouraging people with anti-nationality views to gather at his zoo for religious and political expression. The ministry said this could contribute to racial, religious and political division.

The final allegation cited by the ministry was that Dimino threatened passengers on a domestic flight, leading cabin crew to contact police, who removed him from the aircraft.
