if one came across a Thai book that one thinks would be good to translate, where can be checked whether a translation of this was already done? I am thinking of maybe doing a translation.

Contact the publisher of the Thai book. The name of the publisher can generally be found on the back of the title page of the book. Most major publishing houses will give you its address and telephone number. In some cases it will even provide a website.
