Do I understand the TV correctly?

If I get a TV which gives me 60 days stay then leave the country, and then re-apply for another TV for 60 days, can I do this continually as long as I don’t apply for an 30 day extension.

It shouldn't matter if you apply for an extension or not, there are no laws limiting the number of times you can get a Tourist Visa

BUT

A number of embassies/consulates in the region are limiting the number of visas they will give to an individual, so you'll have to change embassies on a regular basis.

Depends on which consulate you go to for the next visa. Some seem more willing to give than others, and I wouldn't think accepting the 30 day extensions would have a negative impact.
