Mr Anak on ring road, Lamai area before gran Father/Mother rocks if you coming from Chaweng, its opposite the golf practice range (bigh white structure) You see the TATTOO sign in Red. I've seen some really nice black and grey work with nice shading done by Chilli Joe's Tattoo in Lamai. A friend got a tattoo from Chili Joe recently and it looks terrible. Stay away from this hack.
