Seems to imply that it is owned by the government without saying so explicitly.

it is a government department nominally under the Ministry of Finance.

As such, it is an arm of government (ie. it is the government when it comes to activities under its charter).

I guess all properties etc are nominally held by the state, again, under the auspices of the MOF.
