I know a Thai man with that first name and he spells it Prasert.

A Google search shows 126,000 hits for Prasert, 2,480 hits for Prasoet.

In the end, it does not really matter how it is transliterated. Quite often, two persons with the same name use different transliterations.

"Prasert" is the more accepted way of transliterating the name. This is from one of the oldest transliteration systems from Thai to English, at one time I knew the name, that gives us many of the common Thai people and place names in English and leads to the always notoriously mispronounced syllable "porn" seen in many Thai names. The /r/ after a vowel was used to denote a specific Thai vowel.
