i booed already ticket for go singapore on 20.02 and in singpoe is NO holiday but just ii see IN THAILAND is budhaday.

is the embassy than open , or closed due to budhaday ????

Well, I guess phoning them would be your best bet. But usually Thai embassies and consulate are closed on Thai holdiays.

Thai public holiday so likely closed.
