I agree. Enforcement - what will that consist of? Road blocks to check for compliance won't do much. Thai police don't have vehicles to actively patrol the highways and roads...a little 160 cc motorbike won't be pursuing any speeding or reckless violators. Thai culture has very limited understanding of safety risks - even motorbike cops ride with a helmet that isn't buckled, or just loosely attached. Sensitive to "someone looked at me", most cars have blacked out windows and insanely have tint on the front that limits nite time visibility. It ain't gonna change, not for traffic violations, crashes or fatalities. -

High-Speed Car Crash Ends in Fatal Fire in Chonburi
A mechanic driving a pickup truck at high speed lost control and crashed into a high-voltage power pole, causing a transformer explosion that ignited a fire, tragically killing the driver at the scene. At approximately 00:30 on November 17 Pol. Sub. Lt. Setthaphon Singnok, an investigator from Nong Kham Police Station in Si Racha District, Chonburi Province, was alerted to a serious crash. A vehicle had veered off the road and struck a high-voltage power pole on Sukaphiban 8 Road near the Bueng-Bowin section in Bo Win Subdistrict, Si Racha. The crash caused the transformer to explode, setting the vehicle on fire with the driver trapped inside. Authorities arrived to find a heavily damaged black Isuzu D-Max pickup truck (license plate from Rayong) lodged against a damaged and leaning power pole. Sparks were visible from the live electrical wires. Inside the vehicle, they discovered the body of Mr. Thanongsak Buppha, 31. The victim suffered severe head injuries and was burned due to the ensuing fire Emergency responders coordinated with the Provincial Electricity Authority to cut off the power supply to ensure safety. It took over two hours for rescue workers, using specialised cutting equipment, to retrieve his charred remains from the vehicle. A witness stated that the victim appeared to have been driving at high speed toward Bowin when he lost control and slammed into the power pole.The bystanders could not intervene due to the live electrical current, leaving the victim trapped and ultimately succumbing to the fire. Police documented the scene and collected evidence for further investigation. The remains of the deceased were sent to Laem Chabang Hospital for an autopsy, as the investigation continues.
