I am currently in Chiang Mai city center, what is the closest place to extend tourist Visa?

If I understand correctly, a tourist Visa is 25$ for 2 months but costs 60$ to extend an extra month?

Right now I have a double-entry Visa. After spending 2x 3 months, can I get another tourist visa without problem?

Extension is 1,900 Baht available at Chiang Mai Immigration.

Tourist Visa 1,000 Baht per entry.

In Vientiene you could probably get a double entry.

Immigration office I believe is on entry road to airport in Chiang Mai.

All extensions of stay are 1,900 baht - be it 7 days or a year.

You will likely be able to obtain a new tourist visa after using these.
