george
http://www.invisionboard.com It is free, but if you register and pay you get excellent support as well. Good luck!
MikeWill
Actually, the board system you should choose depend on your server abilities and the number of members/post you anticipate to have. There are many free boards you can find (simple and complicated, administrable or not, etc.) the best are Iconboard, PHP, etc. just make a search online. LivinLOS
phpBB is my favorite.. Can be skinned multiple ways very easily and rolls into PHPNuke fine.. In fact I just launched www.soieasy.com with it this week.
Devintown
Ok, if you are after a forum with working email functions for free I suggest using an external free commercial goodie from Forumotion.com Forumotion apply updates for life and supply you with a fully functional PHPBB/IPB forum. I am willing to help if you need anymore.
dantilley
www.vbulletin.com is a good option also, probably, along with Invision that George mentioned earlier, one of the best paid for forum systems out there.
cdnvic
Invision is the Cadillac of forum software, but I have a few boards using SMF which I've grown highly fond of. http://www.simplemachines.org/
