Forex Transfer Form + Transfer Fee

FOREX Transfer Form is needed when buying a condo. This document is registered (and filed?) by the Land department.

This form will be needed to transfer the unit under foreign ownership and also remit money back out of Thailand if so needed in the future: does this mean that the Forex Transfer Form is given back to the seller upon transaction?

I have bought two small units in the past ten years and provided the now defunct Tor Tor Sam and the Forx Transfer Form on those occasions: I do not have any records other than the relevant photocopies I made as well as the title deed. Is this standard procedure or should I worry?

Does anyone know when the new ruling on the reduction of transfer fee and other taxes is taking effect?: some Thai friends say it is immediate but from what I read on these Nation's topics it seems not.
