Not quite. These lists have absolutely nothing to do with what individidual foreigners can or cannot do. They apply only to restrictions on activities of foreign majority-owned companies.

Only Category A businesses are totally forbidden to foreign majority-owned companies.

For both Category B and category C busineses, foreign majority-owned companies can pursue these activities if they first obtain an Alien Business License (or, for American majority-owned businesses, Thai-US Amity Treaty certification). But - ABL's for Category B activities must be individually approved by the Thai cabinet, making it somewhat more difficult.
