I'm planning on getting married to my girlfriend, and would like to apply for a marriage visa(I have the 400,000).

I'll be going home to Norway for about 1 month, will it be possible for me to apply for the visa during my stay there. Does anyone know (with certainty) how to do this and what papers I need?

If you take the marriage certificate and a copy of her ID card you should be able to obtain a non immigrant visa which will allow a stay of 90 days and then when you are down to less than 30 days you can apply for an extension of stay for support of your Thai wife using the 400k in a Thai bank account.

There is no such thing as a "marriage visa". You get a visa for visitation and no money show is required for this. The extension of stay is on the basis of you supporting a Thai wife and this is where you need to meed money requirements.
