May 16, 200818 yr Happens from time to time - caused by small ice crystals in high level clouds. The last one I saw in Pattaya was at night with a ring around the moon.

May 17, 200818 yr It can actually mean that another cyclone is coming, or hurricane or tropical storm, caused by thin high clouds around the periphery of the storm system.
