I don't know if things have changed but up until a few years ago they were not allowed to sell them. It has something to do with the fact that the airwaves in Thailand are controlled by the military and they will not issue licences allowing their use.

It may have changed.

Shop in BKK

For license free you have to use the CB Band versions (red cases 245 Mhz). Otherwise you have to apply for a Amateur radio license to use 145 MHz (435 Mhz is not allowed in TH).

The shop itself is ok, good prices, I bought some stuff there.

And without license, and nobody bothering to ask for one, you can buy them in several shops on the 4th floor of Mahbbonkrong ("MBK", BTS station "National Stadium") between all the mobile phone shops.

Kenwood, Yaesu and ICT (ITC?) i have seen, and they are genuine. Cheap brands available as well (from China, i've got a couple of them but got mine from Cambodia).

I guess OWNING them is allowed as long as you don't charge the batteries. HAM's also come for a holiday and bring the stuff back to their home countries where they have a license to use them :D
