Im looking to open a Paypal account from here in Thailand and iwas wondering how you verify account details as i only have the debit card issued by my thai bank which i understand doesnt work on the internet, has anybody sucesfully set up a account using only details from Thailand banking??

You can use the web card issued by Kasikorn bank, also a debitcard but can be used for web purchases. Actually it's not really a card but they give you a number, cvv and expiry date so it can be used for web purchases and PayPal. Other banks may have the same thing.
