Might be possible, see below, found via Google.

You might phone the Thai Embassy in KL and ask if they have the phone # for the district office/amphur in Betong.  Then call them and ask.

  Renewal of Thai I.D.

Renewal of Thai I.D.

My wife, who was born in Thailand, has lived with me overseas for several decades now. Her Thai I.D. is years out of date. Is renewing her I.D. an easy matter, such as going to the local amphur on our next return to Thailand on vacation or does an I.D. card out of date for so many years become a matter that may take up time to renew?

Your wife can renew her Thai I.D. at all the offices of amphur in Thailand when ever she comes to Thailand. (Do not lose her Thai I.D. even it was expired it still useful]. Following is the information about renewal of Thai I.D.

The biometric passpot will take about 3 - 4 days. The ID card shouldn't be more than a couple of days. It'd be useful if you consulted your wife about the blue book ( Tambien baan )

Thanks again Dr Pat Pong-! What about biometric passport renewal at KualaLumpur Thai Embassy,is it possible ? Cos we do not want to do it at Bangkok.......Is it 'blue book' same(similar to) as 'house registration certificate' ? Cos my wife said it was exactly house registration certificate.

Yes, "blue book" and "house registration" are the same. Don't know how to write it in Thai but it is pronounced thabien baan or something like that.

Passport :

I have never renewed mine outside thailand, as biometic passport requires scanning of the fingerprints, and also scanning of the current ID card. So I can assume that it can be done only in thailand, as for her first biometric passport.

The waiting time is about 1 hrs, and the process actually will be about 15 mins - if you have the bluebook with you.

As someone mentioned, you can get it in 3-4 days, either pick up in person or mail to you to you anywhere in thailand.

The cost is around 1000 bths

Thai ID card -

The waiting time depends on how busy they are, range from 1 hr - to a few hours. But the whole process wouldn't be more than half day. After this, then you can run to the nearby passport office.

The blue book is not the same as "the house registration certificate", but it can be substituded for the blue book if outside thailand. But I don't think it can be used inside thailand when renewing the ID - because there are more details info in the bluebook than the certificate.

The blue book = house registration book, but not the same as the "cetificate"
