Cheapest mode of travel: From Bangkok, take a super VIP bus to Hatyai (about 13 hours). From Hatyai, join a tour bus to Penang. Another alternative, take an air-con van near the dry market, (11 passengers/costs only 45b per passenger) to the Malaysia-Thai border... about one hour. Cross the border to Bukit Kayu Hitam (Malaysia) .... take a short walk to the duty free shopping complex.... make inquiries about going to Penang... taxi and etc... and you will be in Penang the same day.
