My friend just arrived from Penang with only 3-months single entry Non-B.

Normally he would have got 1 year Non-B.

The reason was that in company papers there was only restaurant/pub as activity.

Has there also been guesthouse, then it would have been no problem.

He has six rooms to rent out so he's going to remake the company papers now.

Anyone else heard of this or is this only a Penang thing?

the consul has a great fun to refuse multi entries, next time maybe his guest house will not generate enough income for him or something else, in case or it would be possible for him to get multi entry in penang, he might want to be sure his work permit is still valid for 9-6 months as this is one of the reason KL does refuse to give multi entries.
