Does anyone know how to get an officially recognized Certified Emission Reduction document from tree plantation in thailand? who delivers it? how to qualify?

to qualify you have to submit proof that your trees don't fart.

The project has to be approved by the Thailand Greenhouse Gas Organization and the UNFCC. The methodology is on the UNFCCC website. Be aware though that this type of project is difficult to get approved; there are none in Thailand yet that I know of.
