Also, how much would they cost?

You might want to try the shops beside the National Stadium...

you can get them at tesco, big c, paragon department store, and the sporting goods store in central world.

Big "C"... I think I paid 3000 to 3500 baht for a 2 dumbbell set... each weighed 35 pounds, 2 - 10 lbs plates, 2 - 5 lb. plate and 2 - 2.5 lb. plates... and the bar, so maybe it was slightly more than 35 pounds, but that was the only set that had, and I bought it.. It was a steel/metal set, not that plastic covered up crap... I've also seen them in BKK at one of the other larger shopping malls, but never looked at the price or recall where I seen them at, but they're out there in BKK...
