how easy/difficult is it to set up a company publishing a newspaper?

what are the requirements to getting the publishing license?

I think if you donated 50 or 60 million baht to Thai Rak Thai you'd probably get permission to start a newspaper....if your politics were correct too....but I don't really know anything about it.
