A KLEPTOCRACY is: "Government by those who seek chiefly status and personal gain at the expense of the governed." A KAKISTOCRACY is: "Government by the least qualified or most unprincipled citizens." These 2 fit the bill for all countries, apart from the fact those that govern are always very well educated at the best schools throughout the world, always the same few schools.
