You can open a savings account at Bangkok Bank without any visa. I opened mine, I showed her my passport. She noticed no work permit or visa and asked why I want the account. I told her that I come here a lot on holiday and that I want to transfer a large sum to purchace a condo.

No worries, got the account, book and ATM card within 30 minutes! If I wanted to wait a fewe days she would have given me a Visa Electron.I think I can set up Internet Banking with this savings account, but havent tried.

I have some other friends with only 30 day entry stamps and they have Bangkok Bank savings account
