Relevance to Thailand ? Don't think I would buy a global economy answer.

Federal reserve loan transfers between states to support currency. Happens every day. Not a gift or donation. When Bank of England and Bank of Canada quietly put up billions last month it was in their national interest to do so. Australia is doing same. The impact for Thailand is that if international governments did not help each other, IMF, Asia Development Bank and World Bank would have less money to bail out Thailand. I anticipate bail out request to be made in the coming months if Thai economy continues to shrink.

It's not tenbillion, it's $10 - they're having a whip-round for Bush's leaving present.
