For those using UA, here's a link to their website and the travel waiver being issued.

Note the comment "Origin and destination cities can be changed from Bangkok to an alternate city."

No specifics but up to the traveler to check direct with UA before heading for any airport for any UA flight arriving or departing Bangkok.
